If you do not want to use the instruction format PRESS_MOTN[SD=,P=,SEL=(,)] then change the instruction to PRESS_MOTN[SD=(,),P=(,)] ( the setting of $SGSYSDG.$UGA_IDX4GB is ignored for the format PRESS_MOTN[SD=(,),P=(,)] ).
